According to Wiki the author wrote the poem in order to raise money for the construction of the pedestal.

It was 1903 when the poem was added.
There are only so many tired, poor, wretched, homeless, murderers, rapists, and drug dealers a country can take.

Raise Act wont pass anyway. There are just enough logical Republicans in the Senate to vote against it knowing it is just another thing that will make them look bad by not allowing anyone of lower-middle class to lower class peoples into the land that once prided itself on that.
