According to Wiki the author wrote the poem in order to raise money for the construction of the pedestal.
It was 1903 when the poem was added.
There are only so many tired, poor, wretched, homeless, murderers, rapists, and drug dealers a country can take.

It's kind of strange that people take that poem to mean=open the floodgates no strings attached.
