It's the same reasoning on why Lawson dropped to the 4th, as opposed to a fringe first, too many injuries. The ONLY reason Ross was picked that high was because of his 40-time. Everything else about him is a lower quality prospect. If he had run a 4.40 probably would have bend a late first/early second.
