That's probably the issue.   Teachers shouldn't be put into this situation. Anyway.   This is from the administration and they should be just circulate and police their own policy.

I don't know any district where that collar would be an issue. There's no cleavage exposed. 

It would also be a poor use of the administrative team to walk around and police trivial policies.
