Honestly...the Bengals say they want to win a Super Bowl...but they seem to value having a nice working environment with Coaches that won't rock the boat too much...and then make profit at the end of the year.
There are some coaches they could hire that would complain about how some things are done here.
Which is why Coughlin wasn't hired here. The article I read said there were 'unresolved Personnel Department issues'. ie Coughlin wanted to hire a GM or be the GM.
