The US Opioid Crisis

With Price out, Trump has called on the HHS to declare the opioid crisis a "public health emergency" (not a "national emergency", preventing this order from immediately opening up additional funding). There's a small amount of funding available do to this and some rules on law enforcement can be relaxed, this is is for the most part purely symbolic until Congress acts to fund something.
