Indeed, those things occur on the dark net unfortunately.
As for the FBI monitoring the dark net, it does indeed. Do you know where else they monitor, and to an incredibly greater degree? The surface web. Every time you use the surface web, you are being monitored to various degrees by the entities of the FVEY, like the FBI, NSA, CIA, MI6, CSE, ASIS and many others. People are caught via surface web activity every single day.
This doesn't even include those in 14 EYES countries who assume they are secure in their privacy by utilizing foreign servers, secure browsers and VPN's, only to find out that many of those services have agreements, unknown to customers, to relay user traffic history in real time to various agencies.

The best current estimates are that the dark net comprises around 8% of the deep web.
I'm not from the Netherlands. I was born and grew up in America. I moved to Amsterdam about 11 years ago.
