As for the FBI monitoring the dark net, it does indeed. Do you know where else they monitor, and to an incredibly greater degree? The surface web. Every time you use the surface web, you are being monitored to various degrees by the entities of the FVEY, like the FBI, NSA, CIA, MI6, CSE, ASIS and many others. People are caught via surface web activity every single day.
This doesn't even include those in 14 EYES countries who assume they are secure in their privacy by utilizing foreign servers, secure browsers and VPN's, only to find out that many of those services have agreements, unknown to customers, to relay user traffic history in real time to various agencies.
I am friends with a, now retired, high up in the FBI web task force and while you are right it is easier to monitor the "surface web" they have more assets monitoring the dark web because they have mechanisms in place at the ISP level to throw warnings on the surface side. Nothing is truly hidden if you are already on a watch list, that is the simple the reality of the internet.
I thought this was something funny I heard the other day. The NSA actually knows the identity of Satoshi (Bitcoin creator) through the use of writing analysis cross checking hundreds of millions of online and print writings. When you have the ability to do something like that, you start realizing the reach of the U.S. government.
