So I'm nor sure I would call this a non-story. In a sense, you need globalists leaders in the EU for the EU to continue to work. Globablists believe still in what the EU has the potential to be, rather than what it actually has done.
Macron is basically acknowledging people don't see the benefit, and if you let those people choose they are going to opt out. Curious that the elite would appear to block their citizens from an opportunity to choose.
