As for that promise, if this actually happened it came from Richard Holbrooke, who just isn't in the position to give binding promises in the name of all European countries to begin with. It's not like Germany signed off to anything like that (say the Germans, they also say they weren't involved in any promise making, and I'm inclined to believe them). Israel is accepted as member of the European region like every other country now, but it's not feasible to make demands about one's turn to get into the security council. They can apply and get the votes or not, like every other country.

If Israel wouldn't ignore every UN resolution, they might have a better chance. That's not on Germany really.

Still you must admit if any agreement were made and Israel fulfilled their obligation of waiting 20 years the Germany would be best served and honor it; as all we are talking about is a 2 year term. Israel on the UN Security Counsel is not going to change a thing. But like a said Merkle is free to do what she wants, and as I said it just makes Germany look bad (if they are the only ones running against it), ultimately it is up to the rest of the UN if the agreement should be upheld
