In all fairness, the term "made in America" isn't exactly a rock solid catchall.  I recall reading that the materials are imported and the hats are likely assembled here, which is better than being imported here fully-assembled....but it's likely the amount of American labor that goes into making them has been reduced in order to maximize profits AND get that coveted "MADE IN THE USA" token on there.

So, "made elsewhere but assembled in America, possibly in great part by machine and not a person" is more likely the way to put it.  Again, better than nothing, but I'd wager those hats don't exactly bleed red white and blue.
