That's pretty much correct. I imagine someone will ask him in some form if he would recommend charges. But, ultimately, the only thing that the report can do is serve as encouragement/discouragement for impeachment. I'd say it could serve as a foundation, but hell, Trump has done enough to start impeachment anyway.
There is an outside chance, though, that the report indirectly serves as a reason for Trump to resign. It's unlikely, but if Mueller's investigation looks like any of the non-POTUS members of the Trump family might have done something wrong (like, I dunno, Junior working with Russian officials), it's possible Trump could try to work out a deal.
