In 2014 Louisiana led the 50 states with an 11.7 per 100,000 homicide rate. In 2014 Puerto Rico was at 18.5 per 100,000.
...but besides all that, the REAL most important reason is: Do you know how much of a hassle changing every single American flag, and picture/reference of an American flag to 51 stars would be? Ain't nobody got time for that.
