I disagree. The SOTU is an address to Congress, not the people. "He shall from time to time give to the Congress Information on the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient." I think a written report is fine, but if it is a speech it should be done in Congress.
