Being involved in the negotiations is not in-and-of-itself illegal. Yes, if there was a bit of quid pro quo and winking and nodding, yeah, that could be illegal. As of right now, though, there is nothing publicly available indicating that.

When it comes to the Russia stuff, Congress needs to let Mueller do his thing. There is plenty of other stuff for Congress to investigate or provide oversight for.
