I'm just going of her actual words...not guess what she is doing.  As many DJT supporters say about him we just can't know what is in her heart.

But yes, the POTUS does not understand that he can just walk in and give a speech or that it is not required to be done that way.  In case some didn't know Trump isn't big on "learning how things work" and would rather think he can just do whatever he wants.
