OK well good luck with that.  I'm sure all the small businesses around there are thrilled that they just lost 25,000 new potential customers.  

I have a philosophical disagreement with tax breaks for one company while the others don't get any, but it would probably be pretty stupid to govern that way based on reality.  Sometimes you swallow your ideology. 

Edit: People act like this is Walmart coming in to shutdown mom and pop stores. This is a headquarters.
