Is he not a head of a state? Yes, a state with no citizens. There are no Vaticanians.

What issue has he ignored? The sexual abuse of children and vulnerable adults by Catholic clerics around the world. The United Nations and the International Criminal Court have made recommendations on how to deal with this major global issue that is entirely the Catholic Church's responsibility. What has the Pope done in response? Nothing.

If anything THIS pope has ignored the situation less than past ones.

Will it ever be enough?  Probably not.  But he has not ignored it as has happened in the past.
