Is he not a head of a state? Yes, a state with no citizens. There are no Vaticanians.

What issue has he ignored? The sexual abuse of children and vulnerable adults by Catholic clerics around the world. The United Nations and the International Criminal Court have made recommendations on how to deal with this major global issue that is entirely the Catholic Church's responsibility. What has the Pope done in response? Nothing.

Separation of church and state does not exist in the Vatican, a theocracy, with around 500-600 citizens.

And while he has still been weak on that issue, certainly not strong enough from the perspective of much of the global community, he has not ignored it.
