The island has very few resources of its own, so it relies on good to be shipped in. However, shipping restrictions put in place by the US restrict what can go there. Their airport infrastructure is not great, so they rely on shipping. Well, the Jones Act means everything shipped to them must be American made. This is costly for them. There is also a very high unemployment rate and great disparity in development on the island due to lack of investment from the outside.

There is a whole lot more, but the short version is that Puerto Rico's situation is a maelstrom of bad policy decisions both from the US mainland and their local government.
