I honestly don't know why you keep focusing on that. Context always matters in wording, but I fail to see how the use of the phrase somehow negates the definition. Is there some sort of singular meaning for the phrase "never again" that means it cannot be used to refer to concentration camps existing? That is what I would gather from the context of the whole quote.
