Largely, in bidens case, it won't matter. As trump has found out, a lot of what the president does is largely what his appointees are actually doing. Biden has been around long enough his appointees will be people who know how to keep a government running.
Which is where trump has failed. He tried to fill it with big donors and buddies. And it's shown.
