I wouldn't really consider this having advanced knowledge. Granted, I don't know what was said in the briefings. But, the information was out there. The public knew by February this was likely coming here. For some (including me), they didn't think it would have a big impact on the economy. For others (like Burr), they thought it would.

Which is probably why he had a million(ish) in stocks to sell.
