Well, that's hindsight for you.  No way we could have inferred this from EXISTING TEXTUAL EVIDENCE and TESTIMONY.

Bolton blew his chance to testify because he wanted to save the best dirt for his book, but then when he finally tried, it was up to the GOP and they said "nah, we need to be able to pretend like this is ok".
