Because socialism in its bad, meaning its natural state, knows and has its oligarchs. The very few above the indistinguishable masses. Oligarchs that dream of a populace brought in line, stripped of individuality and freedom, fully dependant on their bread and circus like services.

The elites are not damaged, usually. Weren't in the big 2009 crisis, aren't now. Only the threats to their dominance are damaged. And forcing people to do as they are told is of course a welcome dominance tool. The obligatory mask is a symbol for said dominance.

This is of course not my opinion, but sums up answers that I heard.
