It’s only a handicap if:
1: The team refuses to use FA in a consistent, meaningful way, and only uses FA for bargain additions. Key FA’s of upper echelon talent are not pursued when they make strategic sense. Thus, more pressure falls on the scouts to find replacement talent in the draft.
2: The threadbare scouting dept. misses on key picks of need (See Ogbuehi)
