Yes, that is costly for a business (hospital), but it is costly for bars to be 100% closed and restaurants to have all eat in business on removed or greatly reduced due to mandates.
We all spent a lot of money and lost a lot of profit to make our businesses safer. Your hospital is no exception, they are he norm right now for businesses struggling to survive.
I am curious, where is your hospital located (city) and did they eliminate surgeries to do all they can to have ICU beds for the China Cov-19 patients in bad shape? If not, sounds like they need to stop them immediately to put all resources, equipment and people towards the virus patients.
