They were let into the capitol building. The Mayor knew there was going to be a protest so they told the police to stand down. The police officer essentially died from friendly fire. The protesters were so "violent" they were taking pictures with the security there.They weren't even at the speech like you said, because it started before the speech was even done, and the speech took place further away from the capitol than you would think (a 26 minute walk from the freedom plaza where the speech was to the capitol building)
