Well, what I was reading on the topic said that it was things like bear mace sprayed by the insurrectionists that was the cause. Also, it was an insurrection. It was a violent uprising against the government.

They broke into the building through a locked door. They tried to break through many other barriers. They assaulted officers, stole government property, and erected a gallows across the lawn from the Capitol. Mayor Bowser wanted a light police presence to avoid a scenario like the perceived overreactions over the summer. The problem is that those protesters were actually peaceful while there were a sizeable group in this crowd that had planned violence from the start.
