Other than the Concrete Hell that is NYC, NY Sate is a pretty rural area. Heck, a huge portion of NY is red when looking at voting.

Population density has a big role in spreading the virus. 43% of the population of New York lives in one city (8.3 million of 19.4 million). They are all piled on top of each other and depend on a massive public transportation system The largest city in Florida (Jacksonville 900K) only contains 4% of the population of the State (21.5 million). The residents of Florida are not all massed together and using public transportation like subways.
You just can't compare the numbers from the two states. And if you want to then the fact that Florida's numbers are so close to the numbers from NY despite the massive concentration of population in NYC proves that the policies in NY are working much better than the ones in Florida.
