Just more out of character moves that I'm sure will get excused away by supposed character development.
Not so much rookie as overconfident. The way they acted at the Hilltop--making like they could dispatch Negan and his people easily--not bothering to find out how many people he actually had; they think that there's nothing out there to rival them after all they've been through. Negan's quote, "Sucks don't it? The moment you realize you don't know shit.", was a reality check.
