In a post-apocalyptic world where the only order is what you make it, it does work. There's always someone ready to jump up and be the next Negan.
You have to wipe, at least, most of them out and destroy wherever they stay, to put an end to them. The ones that are left will go off in smaller groups or merge into whoever whooped their ass.
