I think it was a suggestion from Batman, to help build Robin's self-esteem. Superman agrees, knowing that even if all three of these jackwagons go ass-first over the falls he can just scoop them up before they jelly-up the rocks below. Then afterward he tells Robin "Who's a lifesaver? Yes, you are!"
