If all the lowball offer stuff is true and what you are saying is true, they must have thought most all teams had limited liquidity so players like Zeitler were going to get 3-4M dollar offers and have to take them. I find that completely incompetent if that is the case.
I don't think they worried about other team liquidity, I think they thought they could get away offering bigger salaries and other teams couldn't. They didn't expect the influx of voided years and the willingness to kick the can down the road.
