ESPN had Carter with 17.5 sacks across his college career.
Sports Reference had him at 17.0.

While he did get some bloated stats (4.0 sacks) from FAU, Samford, and Tenn-Martin, he still got 12.0 sacks against the SEC and 1.0 against the ACC.
