With the transition tag, whoever snatches Lamar just gives up two first rounders and Balt has to accept it.  I can;t remember the transition tag being used in recent memory, and I don't see Balt using it here.

I think it is like this:

Franchise Exclusive and Nonexclusive tags, and then the Transition Tag.

Franchise Exclusive Tag pays the average top 5 salaries of the player's position and the player cannot negotiate with any other teams.

Franchise Nonexclusive Tag pays the average of top 5 cap hits of the player's position and the player can negotiate with any team, the current team has the opportunity to match the offer, if they don't the other team surrender's 2 first round picks.

Transition Tag pays the average of the top 10 of the players position and the player can negotiate with any team, the current team has the opportunity to match the offer, if the current team cannot or refuses to match they do NOT receive any draft picks.
