If I was a franchise owner, I wouldn't be looking to make him the starter, but he could become a Minshew or Foles as a good long-term backup.
Browning will be an exclusive rights free agent. If the Bengals apply a tender on him, he will not be able to negotiate with anyone and Cincinnati can re-sign him for league minimum.
