If you don't pick it up, you risk having to pay (a lot) more if Hill really steps it up next year once he's healthy.

I think at this point, he was on the right track to be an impactful player based on what he showed through 5 games, but the risk isn't worth it at this time.
If he plays well next year, either tag him or try to sign him to a new deal.
If he doesn't, Bengals may save themselves some $$.
