Detroit and Minnesota have both hosted multiple SBs, and both Indianapolis and even outdoor MetLife have each hosted one as well, so the weather isn't a deal-breaker. The problem I believe, as has been discussed throughout the years on local radio, is the lack of hotel space. Cincinnati does not have enough "nice" hotel rooms to host the rich and famous for a Super Bowl. I remember some sports talk guy, maybe it was Bob Trumpy, once suggesting having small cruise ships (ones that could navigate the Ohio, if there is such a ship that could fit under the bridges) docked next to the stadium to provide the luxury accommodations necessary.
A dome certainly wouldn't hurt the odds of landing a game, though.
