Jermaine Burton still doesn’t know the freaking plays

This is where I wonder if having a smaller scouting department compared to other NFL teams comes into play. Other organizations stay away from a Burton type, not because of character concerns as reported by the media, but possibly because their scouts identified a concern that he just cannot handle knowing an NFL playbook. The Bengals scouts didn't have the ability to make such a determination.

I'm just speculating, of course.
