Jermaine Burton still doesn’t know the freaking plays

Other organizations stay away from a Burton type, not because of character concerns as reported by the media, but possibly because their scouts identified a concern that he just cannot handle knowing an NFL playbook. The Bengals scouts didn't have the ability to make such a determination.

I'm just speculating, of course.

I'd go a different route, personally.

I've noticed the Bengals go for high-ceiling guys but maybe who need more refinement to get there.
Zach Carter, Jermaine Burton, Andrei Iosivas, Joseph Ossai just to name a few.
Each of these guys had some amazing, albeit inconsistent tape in college.
It might ultimately come down to the coaches thinking they could refine these guys when in reality they haven't really gotten too much out of them (at least yet).
Either these dudes haven't shown ability to improve in their areas of weakness enough and/or the coaching effort or techniques just haven't been resonating well.
Zac Taylor 2019-2020: 6 total wins
Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs

Changes needed to do better in Sept/Oct moving forward.

Sorry for Party Rocking!
