"That" combined cost - $27 mill APY
"This" combined cost - $19.25 mill APY
If trying to retain the expensive WR2, I can see why they went with "this," but it might have been smarter to keep "that" and get a cheaper vet WR2 or 1st/2nd round draft pick to cover WR2 and let Higgins walk rather than tag.

Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs
Changes needed to do better in Sept/Oct moving forward.
