We needed to score. Zac didn't trust the defense, justifiably, so he wanted to force Denver to burn their final timeout. Seriously, the game was tied at 17 at that point. What makes anyone think they were just going to kneel out the clock without their top K?
It's also possible that it was a decision Brown made on his own, thinking it was a "smart" play.
The decision to have Joe punch it in on 2nd down could also have been influenced by the fact that Brown went down and the trust wasn't there with Herbert or Williams to punch it in.
