That has to be at least partly due to Joe's toughness and reticence. He typically pops right back up and never approaches the officials asking "where's the flag"?  I mean if he hit the ground and started rolling around doing some sort of 'whip and neigh neigh' routine like he was dying, they'd likely flag it every time.
