It's going to be hard to ever lure a good coach here without being willing to open up the pocketbooks. $4.5m/yr would be tied for the 47th highest paid college football HC and there's 12 college HCs making at least twice that much.
Heck, Al Golden as DC of Notre Dame allegedly makes $2.0m/yr. That means he'd probably need a decent amount more to come to the NFL.

(I know once we start talking coach salaries it becomes a bit iffy on reliability as it's not quite as open as players since they don't need to be accounted for under the cap, but this is all going off the best I could find.)
Well we were paying Lou 1.5 million which was tied for 10th, so i could see the Bengals offering 2.5 m maybe tied with incentives , Zimmer was making 4 million though I doubt we were really considering him anyway
