Facemask Penalty to become reviewable

the way it will work is by giving out heavy fines, hit them where it hurts $50K for a facemask.. lesser fine for a lesser severity one. (wether its called on the field or not)

Kinda like the dumb penalties  & fines Ocho Cinco used to get for having fun.
