If he shows up with the right attitude and proves he is committed, maturing, and capable of learning from mistakes then I’d let him compete for a roster spot.

A voice of reason. Nothing gained cutting him. He's already virtually gone... The 2nd eviction was over friends staying at his place with dogs.... Not exactly "cut" worthy.
He certainly needs to mature... And I have very little expectations of him. But treat him as if he already has two strikes, and see what comes about. He either surprises and grows up, or you cut him at the first sign of strike three.
