It seems that if one is confused or has questions about the second priority, they should be referred to the first priority.

Also, as of today, there is nothing much that can be done to address the second priority. Can't sign a FA, execute a trade or draft a player. Our own FA defensive talent is not very good. 

If it is a matter of saving cap space, then I refer you back to the first priority. 

Hill and Hilton are FA's. Bringing them back could help, depending on one's opinion of the players.

FWIW, those ere our two highest rated defenders, per PFF, outside of Hendrickson.

Call me silly, but letting 2 of your best 3 defenders walk and trading the best defender doss not seem like a great start in rebuilding the defense.

Of course, we are not there yet, but that is what it looks like.
