That seems like a s**tty loophole.
I would think it would be some evaluation of the worth of the franchise by some 3rd party.
Otherwise, yea I agree that's a way to get around the law.

Zac Taylor 2024: Started 1-4. Ended 9-8 but barely missed playoffs
Changes needed to do better in Sept/Oct moving forward.
