the city does not have the Bengals by the testicles..it would be a lengthy and convoluted matter if the Bengals were to move..but it would happen if they wanted it to ..and in moving the Bengals would probably be welcome with open arms and be provided a tremendous sports complex with maybe even a 3 billion dollar domed stadium.. And the value of the franchise would increase significantly..I think the Brown family loves this town and wants to stay and this was a big nothing burger..We will be fine..we will have a neatly renovated Paycor ( loved the cool things they proposed..plus a new indoor training facility)..for many years to come...Sometimes you have to apply a little pressure
